.....The enforced closure notices

Romney House was given no warning & received no chance of rectifying any grievances lodged against them, with regard to the enforced closure notices. 

The enforcement notices which followed the mis quote in the newspaper were as follows...

A: "Enforcement notice issued for change from dwellinghouse to a mixed use of dwellinghouse and cat rescue centre"

B: "Enforcement notice issued for the erection of a detached outbuilding for the purpose of use as a cat rescue centre"

A: "The use of the premises has been changed from use as a dwellinghouse to a mixed use as a dwellinghouse and as a cat rescue centre. Such a material change of use requires planning permission which has not been granted."

The use & functionality of the premises and grounds of Romney House, has not changed in 11 or so years. Neither has anything substantial changed around the grounds since planning officials visited to investigate complaints. Romney house had been informed that they did not require planning permissions for their operation!?

"The use of the land as a cat rescue centre is an inappropriate use in the green belt which results in a material loss of residential amenities to the occupiers of neighbour properties, by reason of additional disturbance due to noise, smell and increased traffic, contrary to policies G1, BE1 and EMP8 of the Unitary Develpoment Plan"

Neutered, domestic rescue animals, quietly re-habilitating in a small collection of wooden sheds in a tranquil setting, is surely an ideal use of green space? Neither do cats like or create any significant odour or noise.  The RSPCA, Battersea Dogs & Cats Home and The Cats Protection League would only support well maintained, tranquil and clean animal housing in a peaceful setting. Renowned Pet Behaviour councillor Vicky Halls, would not support - never mind patronise -  anything but a clean, tranquil, well maintained and welfare kind environment. The livestock in neighbouring paddocks creat more noise and smells and take up far more space than a collection of small domestic animals, housed in some small wooden sheds!
Romney House is not open to the public. People wishing to re-home a cat must have prior contact and then if appropriate they will arrange a private visit with the owner. There has been no increased traffic in over ten years of steady operation .

B:  "An outbuilding has been erected on the land and is being used as a cat rescue centre. The use of the structure is not incidental to the enjoyment of the dwelling and requires planning permission, which has not been granted."

..... err ... this mystery building has not been erected!?

"The erection of the outbuilding and its use as a cat rescue centre is an inappropriate form of development in the green belt which materially detracts from the openness and visual amenities of the area by reason of its siting and design, contrary to policies G1 and BE1 of the Unitary Development Plan."

..... err ... what outbuilding?

The appeal was lodged against these allegations and the notices have been withdrawn & quashed!.

Thank you everyone for your support.

Without your support & desperately needed donations for our appeal, we would have had little choice but to accept these enforcement notices and would have been forced to close down. We don't know what we would have done with the animals, within the 2 short months that we were given to move them on.

It is a shame on the complainants that the money had to be spent on legal proceedings, instead of helping rescue animals!
